MINUTES OF THE REGULAR COUNCIL MEETING 

TOWN COUNCIL OF THE TOWN OF WOODSTOCK 

MONDAY, July 15, 2024, 2024 @ 5:00 P.M. 

 

The Town Council of the Town of Woodstock, Alabama met in a Regular Council Meeting at the Town Hall on Monday, July 15, 2024, 5:00 P.M.  A quorum being present:   Mayor Jeff Dodson called the meeting to order at 5:00 P.M.  The Pledge of Allegiance was led by Mayor Dodson.  The following Council Members were present:  Kellie Parks, Don Bowling, Ernestine Johnson, Lee Mears.  Absent:  Ronnie Kinard.   Police Chief Len Price was present.  Town Attorney Boozer Downs was also present.  Various Public were in attendance.   

     

  1. COUNCIL APPROVAL: 

 

  • Council Member Ernestine Johnson made the motion to approve the July 1, 2024 minutes as previously submitted by email.  Motion was seconded by Council Member 

Lee Mears and motion so carried.  

 

  • Council Member Lee Mears made the motion to approve the following: 

Braxsim – Addition of Adobe Acrobat to 2 computers $70.00 month  

      Motion was seconded by Council Member Don Bowling and motion so carried. 

 

  • Council Member Don Bowling made the motion to approve the following continuing education expenses for the Town Clerk: 2024 Municipal Clerk’s Summer Conference  

(Cost of Conference, Accommodations, Mileage, Meals & Incidentals)  

A Travel Expense Form with itemized receipts will be presented at the next meeting.  

Motion was seconded by Council Member Kellie Parks and motion so carried. 

 

  • Council Member Don Bowling made the motion to approve the following for the Park & Recreation Department: 

Gameday Athletic Surfaces – Field Maintenance        $20,212.00 

Motion was seconded by Council Member Kellie Parks and motion so carried. 

 2. MAYOR’S REPORT:

 

  1. Avenu Renewal Contracts: 

A motion was made by Council Member Don Bowling to approve the following renewal contracts with Avenu for a 3-year period and to authorize Mayor Dodson to sign said contracts:  Tax Revenue Administration, Business License Administration, Business License Discovery/Recovery Administration 

The motion was seconded by Council Member Ernestine Johnson and motion so carried.   

                                     

2. Fair Labor Standards Act – Final Rule for Salaried Employees 

Information regarding changes to overtime pay for salaried employees was distributed for the review.  Topic will be listed on the Agenda for the next meeting on August 5, 2024. 

3. Resolution #2024-7-2; Gabrielle Drive & Laura Lane 

A motion was made by Council Member Don Bowling to adopt Resolution #2024-7-2,  

Regarding road improvements to Gabrielle Drive & Laura Lane.  Motion was seconded by Council Member Kellie Parks and motion so carried. 

 

 

 

 

  1. Janitorial Bids 

A motion was made by Council Member Lee Mears to accept sealed bids for professional janitorial services at the town hall and senior center.  Sealed bids will be accepted through August 19, 2024 at 5:00pm.  Motion was seconded by Council Member Don Bowling and motion so carried. 

  

2. Planning & Zoning Report to Council 

A motion was made by Council Member Don Bowling to approve the Planning &  

Zoning Commission Report to the Council regarding re-zoning of the following:  

Parcel #63 27 01 02 0 001 019.003 from R-2 to B-2.  Schedule a Public Hearing regarding this matter on Monday, August 19, 2024 at 4:30pm.  Motion was seconded by Council Member Ernestine Johnson and motion so carried.   

 

 

Public Comments:   None. 

 

 

There being no further business to come before the Town Council at this time, Council Member Don Bowling made the motion to adjourn at 5:49 P.M.  The motion was seconded by Council Member Lee Mears and upon being put to a vote, the motion was carried unanimously.
